In the second phase (1998-2001), emphasis was put on community participation, where natural resource conservation activities were implemented with rural communities.
Awareness, technical assistance, technology and knowledge exchange actions were undertaken along with small-scale technical studies relative to medicinal and other economically useful plants, cheetah distribution and conservation, ecotourism, and traditional knowledge.
In each country, 2 sub-projects were implemented. Of these, one project in each country was a “women's project”.

- A Guide to Medicinal Plants in Algeria produced
- Propagation of medicinal plants tested
- The book Wild Medicinal Plants in Egypt published
- A booklet on biodiversity in Arabic produced
- Medicinal plants in Toubkal National Park in Morocco inventoried
- Small-scale work with communities, especially women, undertaken (experimental cultivation of medicinal plants, introduction of drying and distillation technology, fuel-efficient stoves, among others).
