Towards the establishment of the Green List of Protected Areas in the Maghreb countries

On 21 and 22 November 2017, the regional workshop on the Green List of Protected Areas in North Africa was held in Tunis. This event was jointly organized by the IUCN Center for Mediterranean Cooperation and the IUCN World Commission on Protected Areas.

Representatives from national government institutions and protected area managers from three Maghreb countries (Algeria, Morocco and Tunisia) were invited to this workshop. Additionally, representatives of the Green List Programme at IUCN Headquarters, the IUCN French Committee and the Protected Areas Program in West and Central Africa have also participated in this event. Moreover, regional organizations based in Tunisia such as the Regional Activity Center for the Specially Protected Areas and the World Fund for the Nature (North Africa office) also contributed to this workshop.

This workshop served as a reminder of the genesis of this initiative and the various steps taken to develop the various documents and information that will guide it, as well as the user manual and the criteria and indicators to evaluate sites that could be eligible to the Green List.

Cases of practical implementation of the green list in some countries, notably in France and Ivory Coast were presented, allowing the representatives from the Maghreb countries to learn about the nature of the actions they must undertake as well as the time and capacity requirements to complete the entire process of site designation in the Green List. The purpose of the Green List was also discussed in order to remind participants that it goes beyond the designation itself and would help to upgrade management, tools and available capacities to achieve more effective management of the sites.

The representatives of the three Maghreb countries expressed the importance of the Green List of Protected Areas and their willingness to adhere to this process. They invited IUCN-Med to seize relevant national government structures to start this initiative while recommending the organization of a national information workshop to introduce the Green List to Protected Areas decision-makers and managers.

The workshop also discussed options for setting up an expert committee, which will have the task of adapting the indicators at a regional level and evaluate the candidate sites. In this regard, participants wished to see a regional approach to lead the process of the Green List in North Africa including the setup of the expert committee in charge of the evaluation.
