Aim of the meeting and Objectives

The Mediterranean Protected Areas are allocated in spaces where the pressure on the natural resources is enormous, and where the traditional models of governance have frequent conflicts with the local people for the use of lands and resources. In this way, the main paradigma for the governance in protected areas has been the introduction of the local people and local institutions in the management of these areas.

The new model of governance includes the participation of the local population, colaboration with governamental insitutions, research centers and NGOs, integrates conservation objectives in the socioeconomis development and their politics in PAs and non PAs. In Bali (Indonesia) , 4th Precop Río+10 , the protected aeas play a key role in the development and encouragement of sinergies among different international agreements as CBD, Ramsar, World Heritage,..... So , the PAs must be considered as key elements in new and innovation schemes of governance and international alliances......

The Mediterranean Region is characterised by different of sociopolitics realities and differents levels of development and implementation of conservation laws. For this reason, it is necessary a discussion about the eficiency and suitability of the differents governance models in protected areas. Therefore to promote the discussion and exchange of ideas to elaborate just a common model of governance which will address the solutions to the singularity of the mediterranean protected areas.

A definition of governance has been proposed from IUCN-WCPA as "the interaction among structure, processes and traditions that determine how power is exercised, how decisions are taken and how citizens or other stakeholders have their say".
The underlying principle for governance of protected areas for the 21st century is that people for whom protected areas are created should have an opportunity to participate in planning, decision making and management of these areas.

The general objective of the meeting is to identify and to analise Governance in the mediterranean; to identify the focal aspects in the sharing and integrating governance in the Mediterranean PAs and tostart the process. The results and conclusions of this meeting will be one of the contribution of the Mediterranean Region to the workshop: "Governance-New ways of working together in WPC-2003".

Particular Objectives.

• To identify experiences and efficient models of governance in the Mediterranean context.
• To analise opportunities and limitations for improving governance models in Mediterranean
• To identify management mechanisms and instruments for improving new models of governance at different scales: administrativesand territorial.
• To identify the promotion of ways in governance in the mediterranean area.
